I suppose you could create a wish-list bug (or change this one) to request a
new action or to modify the "New" action to work even when the ledger is not
currently displayed.  I suppose it would just be a combination of switching to
the Ledger View and then invoking the new transaction action.  Creating a
shortcut should then be straightforward.
