Since every transaction refers to both the account and the payee, it should be
possible to always distinguish them.  Can you provide a more concrete example
of where you find a problem?  Someone may be able to may be able to make a
suggestion to help with your particular use case.

A payee is someone to whom you make payments.  Accounts are where that money
might come from.  I'm in the US, so I don't use IBAN/BIC, so maybe there is
something about your situation I just do not understand.
