In case you are able to unpack rpm's on Windows with 7zip you can fetch the
portable snapshots from: 

https://software.opensuse.org/package/mingw32-kmymoney-portable
https://software.opensuse.org/package/mingw64-kmymoney-portable

Simple click at "show unstable package" and click on "noarch".
