I got the same behavior in case the file does only have ',' separators. Several
separators are displayed but they are not choosable. kmymoney seems to perform
a file separator check and prevents to change the separator depending on the
check result. 

>From a gui usability aspect it probably does not make any sense to provide non
selectable entries in the list, but this looks not to be a bug.

If your use case is a different one feel free to reopen this bug with a test
file appended.
