nvm, enabled that qDebug line, and I'm seeing:

KGPGFile::GPGAvailable returns 1

Looking more, seems this is also grey if gpg (default?) keys aren't 
configured ahead of time.  Not ideal UI-wise, but at least I found an 
explanation.  Sorry for the noise.
