Yes, this was covered by Thomas' comment.

Anyway a good way to help (drive) users to the feature not well known is to
place a small label into the import dialog, just under the profile selection
drop down list.
With a quick sentence like this : "to customize import profile, like charset
filter, please click on the profile edit button".

In the profile edit dialog, add a suggestion for the charset conversion filter
: "to convert your file in UTF-8 (kmymoney charset), please use this import
filter: 
iconv -f iso-8859-1 -t utf-8
"

In the documentation, copy & elaborate all that in the section §4.8 (french
translation, document for kmymoney 4.6).
