I mean, your request looks artificial.  If a fee is not associated with a
dividend or interest payment, it should not be entered as such.  If the fee is
directly associated with a particular investment, perhaps what you want is a
new Activity category, sort of like a negative interest, called "Custody fee",
for instance.  Custody fees normally are "per line", i.e. not directly
associated with an individual investment, but with the number of investments
and therefore should form an independent expense category.  But if you have a
case where such a fee is directly related to an investment other than through a
Buy, Sell, Interest, or Dividend, then a new Activity would be justified.
