I would expect "Match on Payee Name" to require a full match of the string. 
"Match on name listed below" should (in my opinion) accept a partial match -
and we might consider changing this label to "Match on a string listed below."

I can imagine a wishlist to add matching by regexp, in which case you could use
^ and $ to require matching the full string.

I would also point out to the OP that KMM has not changed the payee name - the
issue is whether the payee name in the import file is matched to some existing
payee or is simply used as a new payee.
