Found the commit that adds the payee as a match criteria

it went trough this review https://git.reviewboard.kde.org/r/107759/ so it
seems the current behaviour is correct. The users that have troubles matching
transactions need to make sure that:
1) Both imported and existing transaction have the same payee (imported payee
can be customized using payee matching)
or
2) The payee of the imported or the existing transaction is empty

Please let us know if this fixes your import problems.
