Yes, the instructions should be updated to make it clear it must be
built out-of-tree.

No, it doesn't depend on specific distro versions, rather on KDE
versions, which cmake will check on the first run, and we should have
somewhere on that same page (my connection is rather limited as I'm on
a trip at the moment)
