I tried the attached files and based on the attached ledger screenshot I guess
that the only transactions which are not matched are the ones that have
different and not empty payees. The payee criteria was added in this change
https://git.reviewboard.kde.org/r/109913/. 

Could you check if you have payee matching properly setup?

After setting up rules so that the imported transaction will get the proper
payee (the same as the one that's entered) matching works.
Another possibility to make sure the transactions match is to remove the payee
from the entered transactions before importing.

Could you check if this is true in your case?
