What about displaying the minimum between:
 1) The current months expenses, and
 2) The maximum between:
 2.1) Zero, and
 2.2) The budget less the prior months expenses

Except for the last month, that will just show (2).  

For example (in a three month year :->):
Budget = 1000

Month | Actual | Budget
------+--------+--------
Jan   |   100  |   100
Feb   |   200  |   200
Mar   |   500  |   700

and with different expenses:

Month | Actual | Budget
------+--------+--------
Jan   |   100  |   100
Feb   |  1200  |   900
Mar   |    50  |     0
