Fix fees(taxes) being deducted twice from dividend amount during QIF import.
Also fix imported amount being negated.

The former appears to be a very long-standing problem.

The latter is a consequence of the fix for BUG 333522
5c54aafef7aa8a39ffd3b5e2dcb6538301652ee5.

Also, remove unwanted comments.
