Sorry I missed the part of the email about getting setenv.cmd

Its in the windows 7.1 sdk

in the folder
C:\Program Files\Microsoft SDKs\Windows\v7.1\Bin

You will need to download it from here

or as an ISO from here
http://www.microsoft.com/en-us/download/details.aspx?id=8442

If you don't have service pack 3 for xp you may run into issues.

I have attached setenv.cmd but I think by itself you won't get far.

I was a bit bullish when compiling on XP I insisted on using MingW32 in the
end I believe it was the cause of my issues. I couldn't even get a good
compile on win 7 using mingw32.

Also I disabled drive substitution when compiling on win7. It resulted in a
cleaner end result, but that may not be an option on winxp. Only compile the
minimum to meet your requirements. I made the mistake of doing an emerge kde
instead of emerge kde-libs, had me pulling my hair out till I realised my
mistake.

Lastly emerge breaks mysteriously between runs. That is because it insists
on re-downloading packages and if any changes have occurred, which they do,
it can fail to compile and often fail to checksum.

to prevent that from happening use emerge --offline package

The three main commands from memory are

emerge --offline qt
emerge --offline kde-libs
emerge --offline kmymoney

when the build fails. use emerge --offline failedpackage after resolving the
problem and then go back to the step in the three main commands
