KDE on windows is sort of like other binary distributions (KUbuntu,  
Fedora) as opposed to source distributions (Gentoo) in that all of the  
compiling and linking is done on a developer or packager's build  
machine.  The resulting package, which is downloaded and installed, is  
fully compiled.  The installation just (hopefully) makes sure all the  
necessary bits are in place so the program just works.

Building on Windows is more difficult than on Linux largely because  
some of the bits have to link to underlying Windows pieces, which is  
not always as straightforward.  I once tried to build an entire KDE on  
Windows, and never did succeed.  I suppose I'll try again some time in  
the future when I have a bit more free time.
