A problem in this area was fixed in 4.6.2, along with several other changes, so
I think it would be wortwhile to try to upgrade.  The current release is 4.6.3.
 The Claydoh PPA should help.

In the meantime, can you edit the csvimportrc file,which is usually in
~/.kde/share/config.  There should be a line 'DebitFlag=-1'.  The '-1' may not
be present, but should be.

The BT wasn't too helpful.
