I don't know, but I suspect it's more likely to be a KDE thing.  Perhaps you
could try installing a KDE editor, like kate or kwrite?  It might also be worth
rechecking your KDE installation - 
http://techbase.kde.org/Projects/KDE_on_Windows/Installation , in particular
the last item, 'Change locale and country settings'., and/or running
systemsettings and checking the Locale section.
