This has happened because the KDE 4.8 release is not yet finished - that's why
there is no release announcement yet. It was my mistake after reading Ralf's
comment to think that KDE 4.8 is ready. The bottom line is that a KDE on
Windows release is not for end users until the release announcement is out on
windows.kde.org.
