I just had an Aha! moment.  

Matt - rerun the windows kde installer, but don't skip the basic setup.  There
is a stage where you get to choose which types of packages to see - you need to
choose the developer instead of end-user.   With end-user, you only see the
binary packages.  With the developer set, you get to choose binary, source, or
debug packages.
