huh.. it looks like it does remember the expansion of the categories when you
go back to it.  I could have sworn it didn't.  Sorry about that.

It even remembered the category expansion on the seemingly unnecessary
"Hierarchy" tab when you edit the category.

Unfortunately, the time I ran into this problem the most was when I was
creating new categories.  By default the "Hierarchy" tab forces you to expand
the root of the tree.  Personally, I'd rather manage hierarchies by drag'n'drop
(Bug #272737).  If we switch over to that I'd consider this bug closed.

@David Houlden: thanks for pointing that out!

Also, I agree that adding another configuration option for this would cause
more clutter than is necessary.
