Did it really refuse to run, or just give you the error message?  Try to run it
again, and see if it goes further.

Also, you don't really need to reboot.  It's certainly a pain, but you can run
the Windows Task Manager and kill any leftover KDE processes.

Also - there should be a new version of KDE for Windows (including a newer
version of KMyMoney) out fairly soon.
