BUG: 280071
A payee could be referenced by a loan account. When a payee is deleted consider
this reference also and update it according to the user's reassignment choice.

Fixed the payee deletion code and added a step in the consistency check to fix
files that where affected by this issue. 
Backported to the stable branch.
