There is no new payee button on the payee screen; to create the first payee,
one must either:
(1) configure toolbars to add the New payee icon
(2) make a ledger entry.


Reproducible: Always

Steps to Reproduce:
create first payee without configuring toolbars/making a ledger entry


Actual Results:  
impossible - can only be done by first configuring toolbars/making a ledger
entry


Expected Results:  
a New payee button/icon obviously available


A New payee button in the style of the New schedule button would be one way.
Making the New payee icon appear by default alongside the New institution/New
account icons would be another.

N.B. Most users will add payees more frequently than institutions/accounts.
