The idea is to bump the final version number to 4, that's why.

No, releasing and moving to kdereview (and then extragear) are separate. We
can release whenever we want. Once the application is in extragear, we can
choose whether we want to follow the same release cycle as KDE or we can
still follow our own. We'll have to choose then.
