The policy for signing Windows builds on CI has changed

Hi, all!

tldr; from now on, only Nightly and Release Windows builds are digitally
signed. The normal pipeline builds in master and krita/6.0 branches are not
signed anymore.

This is a part of a change that is required by KDE, which transitions from
local signing to a cloud-based signing. The latter charges users on a
per-operation basis instead of per-certificate basis, so we should reduce
the number of signing operations.
