String freeze exception for Krita's master branch (versions 5.3 and 6.0)

Dear translators,

We have made an exception for the string in the currently frozen branch. It
adds one warning to the user and one action that resolves this warning. We
had to add a workaround to a bug, so, when Krita detects that it entered a
degraded state, it shows a warning in the statusbar's tooltip. And if the
user clicks an action ("Purge Unused Image Data"), this warning (and the
issue behind it) gets (temporarily) resolved.
