Update to Clang 21 on Windows is completed

Hi, all!

We have completed the update of our Windows CI to Clang 21. Both branches
are switched and all deps are rebuilt.

>From now on, if you want to create a new build environment on Windows, make
sure that use use the updated compiler:

Compiler package:
https://github.com/mstorsjo/llvm-mingw/releases/download/20251118/llvm-mingw-20251118-ucrt-x86_64.zip
