Moratorium on the use of AI for coding

Hi,

I want to declare a moratorium on the use and discussion of using AI for coding Krita until October.

The reason is that there is no consensus on the use of such tools. I would like to ban them completely, others are more in favour of them. Without a consensus, we should not make changes to our policies.

The reasons for pushing this to October are:

* if we would explicitly allow them now, there will be a furious backlash from our users and supporters. We should not underestimate how much artists purely hate AI and anything near it.
* we don't know whether there will be a kde-wide decision on this topic, though discussions seem to be ongoing.
* we don't know what will happen in the near future, but changes are a certainty, as we can see from Microsoft already backtracking from their copilot everything. Maybe the tools will grow up enough to be good, maybe the uncertainty about the copyright status of generated code will become clear, maybe the environmental impact will be mitigated, maybe a bunch of AI providers will go broke...

Right now, too much is uncertain, so let's just work as usual until the situation becomes clearer.
