Krita 5.3 and 6.0 are now updated to Python 3.13

Hi, all!

Here is the official announcement that krita-master has finished
transitioning from Python 3.10 to Python 3.13. All builds of Krita 5.3 and
Krita 6.0 (Krita Next) will now have Python 3.13 embedded. The stable
builds (Krita Plus and Krita 5.2.x) will keep using Python 3.10 for
backward compatibility reasons.

How it might affect you:

1) If you are a **plugin developer**, please make sure that your plugin
works in Nightly Builds with the new Python version.

2) If you are a Krita developer on Linux, MacOS or Android:

   * your existing development environments will continue to work, until
you try to update the deps. Krita will still run fine with Python 3.10 for
some time.
   * when updating an development environment, create it from scratch,
including downloading the prebuilt deps; the new python will be downloaded
automatically

3) If you are a Krita developer on Windows:

   * your existing development environments will continue to work, until
you try to update the deps. Krita will still run fine with Python 3.10 for
some time.
   * updating your developer environment will be rather complicated, since
you will have to update the host version of Python. See this manual for

   * if you plan to work with both, `master` and `krita/5.2`, then you will
have to have **two** versions of Python installed. See the manual for the
details.
