Discussion of the libraries linking problem in Krita (and Windows build issues)

Hi, all!

I have started a task on Phabricator to discuss our issues with linking
libraries inside Krita. These issues cause severe slowdowns when building
Krita on Windows. I would really like to hear some input on this topic,
since I don't feel too competent in this area :)
