New signing certificate for Windows builds

Hi,

we have a new signing certificate for Windows builds. Unfortunately, CN and O 
have changed (added a space between "e. V."), and STREET and L are gone. I 
have created an MR to fix the lookup of the new certificate for the Krita builds 
(https://invent.kde.org/sysadmin/binary-factory-tooling/-/merge_requests/359).

You will most likely have to update the publisher in the AppxManifest.yml to 
make the creation of the sideload APPX work again. See
