Retiring the OpenJPEG (jp2) plugin

Hi,

We've had an openjpeg plugin for nearly a decade. However, the plugin
is based on openjpeg 1.5, and does not build with 2.0, We do not build
the plugin on Windows and OSX, though that has become possible with the
patch at https://phabricator.kde.org/D2332 . There is one further problem
with the plugin: on the platforms where it's built (Linux distribution
packages), its only function seems to be to confuse people who think
they are saving to jpeg.

I want to propose to delete the plugin altogether instead of spending
time and effort to update it and teaching users the difference between
jp2 and jpg.

I've put out a quick user poll on twitter asking people whether they
would want to use the format (since most people haven't had access
