Binding presets to shortcuts

Uhm, I think the problem here is that we recently changed the pop-up
palette to pull from tags.

I propose a addition to the right-click menu in pop-up where you can select
a slot for the new brush to be set to. Then you can use the hotkey for that
slot(settable in hotkeys) to call that brush.

Ceveats:
* Brushes that have been subtly changed should remember what slot they were
in(this should also apply to tags :( )
