I've got a new installer,
http://heap.kogmbh.net/heap:kritasketch_0.9.26.0.msi
This duplicates all the plugins from lib/kde4 to bin/kde4 as well -- could
you test whether this helps? Please don't reboot before testing, just
uninstaill 25, and install 26, then run again.
