I had the same impression as Bugsbane.

In my opinion (b) looks better. I also don't think there's risk for the user
to mistake Opacitiy's dropdown arrow for Flow's, since the slight spacing
difference and the close-nearby up-down arrows make it clear that it belongs
to the Opacity slider.
