Proposal: Mirror modes in toolbar

Hi,

currently the mirror option for the tools are in every tool that supports
mirroring. That means that mirroring has to be configured per tool. On IRC
someone (can't remember who) suggested that it would be faster if we had a
global setting for that.

My proposal is to move the mirror functionality to the toolbar. There it
should work just like the eraser mode.
