Canvas rotation preliminary patch

Ok. New version of the patch.

What is done:
1) When you mirror or rotate the canvas, scroll area follows the image, that
is you'll see the same part of the image, but rotated.
2) Added KisToolPan. It fixes panning on 90deg.

I have 2 problems with the last point:
1) I don't know how to hide koffice-wide Pan tool
2) My panning tool is shown in "Transformations" group.
