That one is easy; a filter does something "to" (i.e. based on) the image 
underneath, whereas a generator does something and doesn't care about 
the image underneath :-).

({generators} ⊂ {filters}... or put differently, any generator can be 
implemented as a filter.)

A generator is e.g. plasma, noise, ifs flame, lens flare... also solid 
color fill, gradient fill.

A filter is e.g. blur, sharpen, mosaic...

At least the internal benefit of a generator is you know that you don't 
need to recalculate it when the layer stack changes.
