If you mean Usable, then I agree being able to change the rate is
probably important :-). I don't think a custom tool is required, though;
it "feels" to me like something that should be added to the freehand tool.

I see... it will be usable, but maybe not Usable :-). When I read that
sentence, my first thought was "functional", hence the thought "how the
heck will you test it if you can't actually use it" ;-).
Maybe something like this? "Write the code. The interface won't need to
be tuned for usability yet at this stage." (You don't have to use that,
of course, but you can if you like, or maybe it will inspire something.)
