Actually, I realized this morning that it isn't silly to have an effect mask 
that modifies the mask paint device inside the adjustment layer, so the 
adjustment layer flow would be:

projection of stack under layer   --\
                                                  -> filter -> projection
mask data -> effect masks -> projection of mask data   --/
