Filters "dialog" in 2.0

The standard way of making it possible to popup a dialog to add things to a 
combobox is to put a little button with three dots to the right of the 
combobox. That would fit in here very well. Clicking the dots opens a preset 
manager dialog where you can delete, add and modify presets.
