Kritacolor library re-licensing

Given that:

1. some other code in Krita is GPL derived and relicensing is out of your 
control

2. the kritacolor code was linked to this code at some point

doesn't that make the kritacolor code a derived work of 1.?  I'm not sure 
about the legality of relicensing 2. then.

But assuming this is an unfounded concern:

What are the chances of relicensing the rest of Krita to LGPL, given that 
Patrick Julien seems to have become reachable?
