Finally!

I've finally discovered how to add items to kxmlgui menubars and toolbars 
programmatically -- something that has had me stymied for the longest time.
This means that I'll not only be able to fix the view palette thing in 
koPaletteManager, but also that I can reinstate the filter registry and load
all filters only once, instead again and again for each view.
