[PATCH] kis_tool_select_{elliptical,rectangle} *bugfix* (not a feature! ; -)

I'd like to commit the attached patch. It implements the GIMP style
extensions that I had done for the ellipse/rectangle draw tools:

  normal: resizing
  Shift: resizing with height = width (circle/square)
  Control: resizing around center point
  Alt: moving

This is desirable, because (1): an ellipse select isn't of much use without
the possibility to get (exact) circles and to move the selection circle,
and (2): it is consistent with the ellipse/rectangle drawing tool.

Works for me, but someone should review that before I commit. I'm not
familiar with possible unwanted side effects. (Don't trust me!)
