A working colour picker select tool

Phew. I've finished the select by colour picker tool -- I'm strongly thinking 
of leaving the import/export code as it is for this version (I will add a 
dialog warning of the flattening of images with layers, though), and the same 
with the dockers and try to use this last week in an attempt to add at least 
one real painterly feature to Krita, something simple based on Raph Levien's 
work.
