Paintlib2

I took a look at this lib some time ago. It's a bit windows-centric,
judging from the website, and it's under a kind of third-generation
BSD'ish license with advertisement clause -- a derivative of the
libpng license.

However, that wasn't the real problem -- that is that we're, in
fact, beyond the need for that kind of lib. It could be the core
for an interactive paint app (just like vips, or vigra (see whether
anybody's spamfilter picks up on that), or {Graphics|Image}magick.
And we've already got a core -- a core with warts, omissions,
lacunae, pimples and misfeatuers, but one that we already know
and can extend as much as we want. It's not really a good idea,
I think, to try and switch cores for the fourth time. On the other hand,
whenever we can mooch some useful code, we should do so, so we might
do well the check what's in the paintlib code for things like image-depth
independency and other things that give us gyp with Krita.

Ob maintainership: I'm kept away from doing anything useful at the moment
because again someone close to me is terminally ill, so be nice to each
other and each other's code, and surprise me when I'm back in business.
