Scaling

I've just checked in the first steps towards scaling and resizing images and 
layers. It's already possible to scale layers and resize images; resizing 
layers and scaling images is slightly more complicated.

I've used the generic qtmatrix-based transform for the scaling. This works, 
but the results are not pretty. Something based on Qt's smoothscale, or even 
better, real bicubic scaling, would be much better, but I'm glad that we've 
got at least something at the moment.
