the problems shows in different X and driver combinations: xorg 6.8.2+ati 
fglrx and xorg 7.0.0+radeon. It only happens in konqueror with html pages. If 
I view a pdf file inside konq it scrolls and pages normally. Scrolling in 
kword and kate is also normal.

Which X/driver combination did you use? Did you create a virtual screen of 
1600 pixels high?

Anybody else able to test?
