fixlet for empty-cells

Hello,

WebCore's empty-cells implementation caused a regression on pages that specify 
backgrounds on empty cells.

I checked against Mozilla, which paints backgrounds (but not borders) on empty 
cells in quirks mode. The attached patch achieves that for KHTML, too.
