Small WebCore CSS patch

yours truly is diffing the trees and in between crying, bleeding from my 
eyes and doing pushups (i'm of course being overly dramatic here - i'd 
never do a pushup) I'm creating small patches to get it down a bit. 
Here's a small one for css part. It's not complete but I don't want to 
be working on WebCore too much if you'll decide that you won't be 
merging any of it. 

All it is is some const changes, one small implementation and a silly 
bug fix (which you proly should merge whether you'll merge the rest or 
not). 

I can merge the getComputedStyle and treewalker implementations for you 
in order to reduce the diffs between the trees if you'll actually merge 
those.

Also, iirc you were about to s/QMAX/kMax/ and same for QMIN, any 
progress with that? I think Maciej wanted to sed your tree :)
